Why doesn't AT&T have GSM roaming?

Does anyone know the answer to this question. It seems that Cingular and T-Mobile are working together to provide roaming for each other on the GSM band, does anyone know why AT&T has not? As a current AT&T customer this bothers me because they do not seem to have as many towers as they appear to due to their TDMA roaming and partnerships and I'm worried that their GSM covereage will be lacking if they are on their own.

Right now AT&T GSM from what I understand only has roaming agreemeants in a few select Cingular markets. However as there network matures I am sure that you will be seeing more agreemeants with other companies.

So since you think AT&T develops slowly, do you think I should buy a GSM phone from them this month? Or will I not get good reception?
