Why cdma phones work on one vendors service but not on another?

    I just bought an Alltel Milestone in November but found out less than a month later the market area I am in was being bought by Element mobile. The real crunch, I was informed that my Milestone would not work on the Element mobile CDMA system. Why would I not be able to make it work on either verizon, etc.

    AT&T
    It has proprietary software (subsidy lock) that prevents it being activated on another carrier. Even if unlocked the new company may have a policy not to activate handsets from other carriers.
