Which US carrier can you shoot video from a capable phone and send it via text to another phone and they can view it right then and there? Is it all?

I know you can do it with at&t, I don't know about other carriers.

All the major carriers do this (not positive about Nextel?), up to a 15 second video clip. Smaller regional ones I'm not sure about though.

Nowadays this is so common that you should be able to send video on the network of almost any carrier. The video is sent as an attachment to an MMS message, not as streaming video and not as a text message. You must have purchased an MMS (aka "picture messaging" and others) package for this to work. The intended recipient of your message also must have purchased an MMS package. But they will receive the video within a couple minutes (lots of factors influence this interval) and will be able to see it immediately.

Many carriers have a relatively low limit to how large of a file can be sent. I've seen 512kb at a couple carriers. Check with your service provider.
