P2k Commander is a program used to transfer files between a compatible P2K Motorola phone, and a computer via a USB cable. If you are planning on using this program I must caution you that there are no safeguards. It will let you delete or change files that the phone requires to operate. There will be no box that pops up and asks you if you're sure you want to do that.

It can read preinstalled ringtones, but ones like Siren and Continental are part of the phone's OS so there is no file in the directory to read for those. If you are looking to copy OS ringtones from a Motorola might I suggest looking in the Stock Motorola RIngtone Thread? We have a lot there. It is a sticky thread at the top of the ringtones section of the site. If we don't have what you are looking for posted, post a request and we can see if we can find it.
