Well to start off with first you would need to formalize a company structure, then you would have to rent or buy spectrum from a current license holder or apply to the FCC to purchase a license for spectrum in those townships and surrounding areas. Next you would have to get your backhaul network in place, you can hammer that one out with the local CLEC. Then you would need to purchase/lease land, get a building permit, etc and build out the tower infrastructure, run your backhaul and powerlines, and set up your pbx switch, If you want to make roaming revenue off of sprint and verizon, if they don't cover your area you would have to talk to their respective business to business departments to establish roaming agreements. I'm sure I'm missing a lot of stuff here but that's just a general idea of some of the stuff.

"Cell boosters"??? You need base stations. And all that other stuff the guy above mentioned. And it's not cheap. Then you need people to set it up and run it. They aren't cheap either. Cell networks are complicated and expensive. They aren't like WiFi hot-spots where anyone can throw one up.

At the minimum you'll need a few base-stations, some kind of transport (maybe you can do it via pesudo-wire) and some kind of MSC (switch). Then you'll need roaming agreements with other operators where you don't cover (ie: everywhere outside of those 2 towns). I'd guess you'll need about $100k to get started. You really should look into getting a telecom consulting company to help you with the details to get a better idea.
