I would guess they want to be practical about it at roll-out and as it expands (and proof shows) its ability for higher speed, they'll adjust that number accordingly. Verizon would have more PR to lose if they overstated their LTE network's speed and have it prove to be less than advertised.
I think a lot of it is just the overall internet infrastructure in this country. I know many countries on your side of the planet have home internet services reaching close to 100 mb, where as here having 10 or 20 mb is about as fast as you can get, with many people unable to get high speed or only have 1 or 2 mb available to them.
