We bought an unlocked refurbed Motorola V188 from Tiger Direct to replace a broken Cingular Motorola V557. We can't upgrade for 3 months. We swapped the SIM card and for one day all was fine. Now, all attempts to make a call result in a "call failed" message. What's wrong? Is the refurbed phone defective? Is Cingular "relocking" the phone? Any information would be helpful.

It could be network issues. Cingular can't relock the phone over the air (as far as I know). If you get that message on every call, it might be a phone issue, but I know that I've run across that message a lot lately and it's usually because of network problems.

No, they can't relock over the air, and even if was "relocked" it would only mean that it will only function on Cingular's network. I would try taking the battery & SIM card out for 5 minutes, then putting it back togeather & try using it again.

call failed is a network / phone issue... not a sim issue...

from your brief description it sounds like its a tower... if you get in your car and drive 10 miles (normal phone to tower range is 3-5 miles by dispalceing yourself more than 5 miles you can start to make some deductions) is it the same result? or is this happening everywhere?

if you go to the other location (more than 5 miles away) and there is no change odds are its the phone
