You can definately use the GPS on your Curve without a montly fee w/ Google Maps. The problem is, you need a data plan/ WIFI in order to get those maps onto your phone. When you download google maps, it just puts the program into your phone. Storing a map of the US would take more memory than most phones have. Thats where the internet comes in and Maps basically downloads the places that you need to get from Point A to B. You can get away with not using a data plan by using WIFI and plugging in your directions. You can use the GPS to track yourself along your journey, but if you zoom in or zoom out, you lose your position and your maps.
In short, its a pain to use your GPS w/o a data plan. It's $19.99/mo for the t-mo BB data plan. You can try it out and if you don't need it, cancel it. Good Luck.

I know I used to use my old iPAQ all the time with TomTom Navigator and no SIM card in the phone at all. You can run TomTom, the only thing is that traffic & weather won't work without a data connection.

    Jay,

for what it's worth though, TomTom installs the maps on the physical device, most current solutions (Google Maps) utilize live interaction and web calls to interactively load current maps as well as decrease the footprint on the device memory. Keep in mind that images of all of the US have to take up several gigs in imagery, I'm sure with TomTom you're limited to an extent without an active internet connection.

Yes, the maps are stored on the device, but I use the North American map. I can go anywhere in the US, Canada, And Mexico on that map. I have used my phones as standalone GPS units without SIM cards, but as you mentioned you need the map stored on the device.
