Hey gang, I have a razor through AT&T. Can alltel use my razor that I got through at&t or are the phones proprietary? Thanks in advance.

No, Alltel is a CDMA network provider and you will be able to use a phone that is designed to operate on a GSM network. Also, most CDMA network providers may not allow you to activate CDMA phones from other CDMA carriers on their network.

GSM providers allow customers to use any phone that is compatible with their network. Since T-Mobile is a GSM provider, the phone would work on T-Mobile's network if the phone were unlocked.
