using a cellphone as a "modem"

i'm thinking i might be getting a nokia 6800 with AT&T. one feature that caught my attention is the built in modem, however when i asked the AT&T guys they all tell me that its a modem to ONLY connect to the AT&T servers and no one else, and that they're going to charge $0.02 / kb ...

how do i get a setup so that i can use my cell phone as a true modem, and dial whoever i want and only use standard "talk" type of minuites? the AT&T people in the store and at their 1-800 number basically sat there and told me this was impossible.

My guess is the username refers to "Tyr Anasazi", a character on the TV show "Andromeda".
