Unlimited M2M terminating with Bluegrass Cellular

    So my brother is a sprint subscriber (270-590-XXXX) living in Southern KY. He has a problem with calls to Bluegrass Cellular numbers terminating at 270-670-XXXX not properly registering as m2m calls and chewing up his minutes and causing overages. Looking at npanxxsource.com Free NPA NXX Lookup, it appears that that block actually belongs to the local incumbent landline carrier (South Central Rural Telephone Co-operative), which owns a 20% stake in Bluegrass Cellular. Sprint says Bluegrass/SCRTC isn't advertising that block as a cellular range properly and Bluegrass says they are. I pointed him to the state PSC but beyond that I don't know what the magic words he needs to say when he calls sprint, bluegrass or SCRTC need to be.
