It is a new feature that allows one to thank someone instead of posting. Just a good way to not bombard a thread with millions of thank yous.

The first number represents the amount of times you have thanked someone. The 2nd number is the amount of times you've been thanked. These 'thanks' functions are available in most but not all of the forums.

I must be an idiot...I still don't see it...I have 3 buttons at the bottom right, Quote, Multiquote, and Quick Reply.

EDIT: after I posted this, magically, the Thanks buttons appeared. Was it not there because I always use Quick Reply?
