lets say that i have the LG tm510 phone for verizon. and then lets say that in august, verizon comes out with a new phone. is it possible to trade in phones without paying those really high prices for phones without activation.

Not normally. However, if you explain to the salesperson that you are expecting a particular phone within a particular period, they might (very "iffy") be willing to work with you. If they agree to a specific request, you will definitely want to get it in writing. Verbal contracts are useless.

However, specifically speaking of Verizon, their return policy is either 15 or 30 days (can't remember). Really, if they allowed this carte blanc, the store will end up with a bunch of equipment they couldn't sell.
