ISUP Message

    Hi there

    I tried to make a call from my Sprint PCS to my mate's Verizon cell phone, and was able to leave a message, but about 30 mins later, I got a message after several rings that said, "Your call cannot be completed, ISUP." I asked Verizon and they said that the person may be travelling, and a friend of mine said that it use to be called, 'roaming'. Does this indicate that the person is out of country?
