Czech Republic, on behalf of the EU member states agreed today on proposed text message price while roaming within the EU cap at 11 eurocents (0.14 USD) per outgoing SMS (incoming are free). Those regulations are expected to be approved by the EU Parliament this April and will be implemented beginning Summer 2009.

Therefore, beginning Summer 2009, roaming within the EU will cost at max: €0.43 ($0.58) per minute outgoing calls, €0.19 ($0.25) per minute incoming calls and €0.11 ($0.14) per outgoing SMS.

I wonder if this cap will also affect global roaming SIMs like United Mobile — do you know?

It will not as United Mobile is based in a country that is not in European Union. Legislation only obligates operators from EU countries to reduce their roaming fees.

Yes all very well and good, but we are still being charged too much for data and we are still charged for actually receiving calls!

They would be better unifying the telecom market so that networks can operate across the whole of the EU instead of being restricted to single countries.
