Does a US wireless carrier need roaming agreements using TDMA from a foreign carrier?

    Can a triband GSM phone work if a South American country has TDMA for roaming?

    No, it won't work. You need a TDMA phone to work on TDMA networks. Your triband GSM phone will only work with GSM carriers that use any of the frequencies the phone is designed for.
