    Could they sign up? Yes, if they want an out of area #. And Verizon could pull the plug on them if they wanted.

    But then they'd also have to use a different billing address, correct? Meaning one that is within VZW's licensed area.

    By the way, even if you had manual selection enabled, you still would not be able to find any other networks, unless like I said, the roaming carrier has opened the towers for roamers.

    customers in extended digital can have verizon service with their own billing address.

    Yeah, because if that roaming agreement changes, the subscriber would be out of luck. And who ever heard of a company selling service to someone they can't serve....

    Here is what happened to people in my hometown in 2002. People who had a Des Moines number and lived in RSA #2 they got a letter stating that the network will no longer be Verizon, but extended network this could change to roam pay at anytime so they could leave right away without ETF. VZW customers that had number in RSA #2 they had no choice and were changed to lyrix.
    Verizon has to give a local number out where they offer service. Verizon cannot give out a local number where they do not offer service unless they are an MVNO. If you wish to send the bill or use all your minutes on extended network that is ok.
