Most of the ways that they get your records aren't legal. It normally takes a court order to obtain those records. But people are human and they have a price, also all you need to access someones account is the last four digits of the social and a little bit of other info that you can easily find if you know where to look.
It really is hard to believe that something like that is legal. And even if it isn't im sure it would STILL be available. I personally know a couple of people who would DREAD some people knowing their new cell# another service that this website.
