Beats me! I actually thought it was in effect as of 2007, *No wonder people are still driving with their phones glued to their ears*.

I was scrambling to buy a new bt headset for my Razr before the new year. Then when I read it was Jan 2008, I decided to check it out, and found two articles that mention July.

I was driving behind this guy on I95 North in the 3rd lane.. I swear to you I had my Cell phone in hand ready to call the State Police He was driving so erratic and almost ran into the road divider So I pulled up along side him to see that he was trying to eat a subway Sub and drive 75Mph.
