We have checked 5 phones and blue tooth is not working. Can the service network shut it down? Or is it more likely that there is other problems?
No, the carrier can not shut down the phone's ability to use BT. It is built into the phone and the signal to/from the carrier can't alter it. What is not working with BT? Are you talking about pairing it with another device (like a headset) or are you trying to transfer something like ringtones or music from phone to phone (which has been shut down at the phone level now - thank congress for that).
Not working = 5 phones of the same kind, all within 10 feet of each other and none are able to detect and connect. We were trying to share a picture. I have done it several times before, with success.
