Best Place to Complain about Misrouted 911 calls?

We have similar problems here in the US Virgin Islands. Sometimes our 911 calls go to Puerto Rico! Other times, 911 calls on St. Croix end up getting routed to St. Thomas and vice versa. The problem appears to be with the majority of the carriers. The worst part is that the local emergency representatives have attempted to get the problem corrected with the carriers all to no avail. They have actually thrown up their hands instead of contacting the FCC. I guess that would be your only option unless you have a halfway decent Public Service Commission (or equivalent). Our is pretty much useless.
