Nice. Sometimes the civilian communications leapfrog over the military, and I think that's the case with smartphones. I'm glad the military is looking into ways to bring that type of smartphone communication into their portfolio of comm tools. When they say they will open it up for 3rd party developers, I'm assuming it will not be public 3rd party developers, but a few select companies with proper clearances.
I could barely think of any problems with this idea. It seems like a great idea, especially for the tracking and communication process.
I'm sure the developers of Angry Birds will seek clearance and become an approved developer--they've managed to get on every other mobile platform in existence.
