I don't know a great deal about Alltel, but after looking at the website - the packages look unattractive. 200 minutes for $40?
If SprintPCS does not have good coverage in the Tri-Cities you may want to look into Cingular. The rollover minutes are attractive.
By the way, GSM vs CDMA is really not what you should be looking at. It isn't the technology - its the coverage you need at the price you want for...
I'm unsure what coverage is like in Arizona, but if you are wanting to go rural - its probably best to have some kind of analog capable device....
