I was .5299 over the 1 MB limit. They charged me $5.12 plus the $2.99. It was worth the $9.99 to upgrade to the 10 MB plan!
I believe you have to call customer service. The first month I had the $2.99 1MB plan I went over by like .6 MB. But I had to call to find out....
