You are right. I go to vegas a lot and looking at my bill I'm always roaming. I guess cingular doesn't have much in the way of towers there.

Any quad band GSM phone should work. Nepal is on the 900/1800 band. I like motos too. Make sure you have it unlocked if you want to use a local sim.
