Unfortunately most, if not all larger corporations "waste" their money on this. Business as a whole does not have a "class."
ALLTEL offers free roaming to more square footage and to more population in the U.S. than at&t so I think their roaming offerings are just fine.
Don't worry, while at&t is selling quite a few iPhones and while their subscriber additions for Q4 07 will be amazing, Verizon is doing very well...

You know that may be quite possible since VZW has done the same thing on some of the newer LG phones where you can't really force a network with NAM2.

That is absolutely not true and you cannot compare a CDMA example with Dobson/AT&T integration.
In my experience with many carriers over the years, it seems like all carriers tend to pin network issues on the phone. ;)
I am far from knowing exactly what ALLTEL does/doesn't do exactly with their network, but it would not make sense to not maintain the 1x network...
If the phone connects to the U.S. Cellular SID, I don't see how the channel would matter. The phone should just automatically idle/use whatever...
