Unknown carrier on ECC campus

This short tower is located in the middle of Erie County Community College. Oddly enough, the shelter has no carrier markings at all, just an FCC number. Can anyone ID it?

      I really don't like this site at all. It's in the middle of the academic area for no apparent reason, and it's a very low site. The shelter almost looks like it is in a state of disrepair and has no carrier marking on it at all. I would think they could have put it out in the middle of the campus or something, away from the class rooms.
