      cooollll.....so why exactly that COW there? Is it just set up until they get CDMA running on that nextel site back there? I wonder how much they have to pay the city to sit that thing there

      Sprint has a site on the big 20 story building directly behind the location where I took the photo. It's a dense and busy area, so I reckon the permanant site is overloaded or just too high to provide good service on that block.

      I don't know how they got permission to run the COW in the middle of the street, but it probably wasn't easy. It's been there for at least a month now.

      You'd be surprised. Depending on the actual landowner and local gov't it can be surprisingly easy to get permission. We've had some locally put in some interesting places...

      It can be easy to get a temporary site sometimes, but in this case the land owner is the City of Philadelphia and the local government is the same. Philly is pretty good as far as cities go, but it is big and kinda slow.

      Anyway, I'm pretty sure this section of Pennsylvania Ave is not also a state highway, which probably would have made the COW impossible.
