Not to be poke at the engineers but having the coax enter that conduit creates a earth chock point, plus the coax should never dip below the cable entry grounding point to the building.
Look closer and the sites grounding bus bar has been removed. Plus it looks like they used isolation couplings, I guess having an earth with the same potential is not the goal.
There typically isn't a choice in locations like this. Numerous sites here have the coax go underground in conduits. Also, lightening isn't really a factor here, it's very minimal.
Yeah, this site has been plundered a few times, the carriers have added video cameras in an effort to thwart the thefts.
