Those shelters sure are close to the edge! Do you think this was done for strutural reasons?
Doubtful, just the only way to load them on the rooftop. I am surprised the equipment is just not placed inside. Can't be that hard to remodel an apartment and cage it off...
Construction managers and building owners are usually both happier to just crane a prefab building up to the rooftop rather than go through all the hassle of a tenant improvement of an existing apartment or elevator penthouse (too many complications) - that involves disruption of tenants, re-classifiaction, and access issues etc.
Rooftops are a huge pain in the . And they are all different - and you never know where the bona-fide support columns are unless you have good drawings.
