I think this is T-Mobile on a rickety old telephone pole.

      Good night!!! Why the hell would you put a full antenna mast on a wood pole, and how did this pass zoning? What were they thinking, were going to build a full site and only have to pay $10 rent on the power co's pole.

      It passed zoning because

      A) it is the tallest structure within the area (I know exactly where this is...high ground next to the airport and DMV. High ground being relative since this is technically a valley/low point. That residential property is at the end of the old Bowman Farm Road just off I-70.

      B) Nothing was allowed to be constructed so they used the existing pole. I guarantee 2 things:
      1) Ground rent is more than the pole rent (exponentially)
      2) It was a compromise and far from the first choice.
