opening a refurbished or used cell phone store

I have a friend who has a friend that manages an AT&T cell phone store. He says that if you could open a store selling used phones you could make a lot of cash. He says that people come in everyday trying to replace their lost phone with a new one and they find out the cost is much higher for a new phone when they are purchasing without new activation. Does anyone think this would work? Also, any ideas where you could buy used and refurbished phones at a cheap price...other than ebay of course. Most people want a phone right now. They don't want to wait a few days to win a bid on ebay and then have to wait for it to be shipped. People can't live without their phones these days. Any help would be greatly appreciated.

some providers offer refurbished phones Radio shack is one of them. But if you started an online used / refurbished with FeDX overnite delivery, well that would probably be a good thing. There are websites like freecycles and cheapcycles where you could get used phones.

Of course if this works for you, can I get free franchise rights? LOL
