It sounds like they are trying to get a jump on the FCC's proposed allowance of using a Cell on planes, and to get people signed on to this & get them comfortable with it. Very smart, if that's what they are trying to do.

I think they are just trying to save the airfone program...I believe Verizon (landline) owns a pretty big stake in airfone.
