Being involved in aviation myself, I think that cell phones have zero impact on most planes. The problem is that it will cost so much to test all of the existing ones for it to be deemed safe.

I have long maintained that if they were any danger at all, they wouldn't let you on board with one, or they would take it away from you during the flight. They don't check whether you really turned your phone off, and after the crew sits down, they don't know if you haven't initiated another call. Even with the best of intentions, how many people, out of several hundred, do you think simply forget to turn their phone off on every flight? I seem to remember a report of an actual test, where the investigators flew with monitoring equiment on a number of flights, and the answer was 4 or 5.

As a frequent traveler, I think it would be fine if talking was banned, but texting, blackberry fiddling and tethering were allowed. Of course, the charges would have to be reasonable for me to use it.

I would say "Yes" if someone is loud, rude or talks the entire flight, they deserve a smack in the back of the head.
At least in a store you can walk away or walk out, but that's kind of hard on a jet.

If you allow it, it will be hard to draw the line between what's excessive and what isn't. Therefore, to prevent unnecessary smacking, talking on the phone should just be banned. Quiet activities are fine. I will definitely avoid airlines that allow talking.

Me too, I realy dont want to be listening to them talking. Many people like to relax while flying and sleeping is the only thing that can pass the time for a long trip and no one needs a yapper on the plane. May be as a compromise, they could allow such on short flights of up to 1.5 hours or may be allow usage about 20 minutes before landing proceedure takes place so one can call and say will be landing is X minutes.
