After looking at an ad for Verizon that mentioned the "new every 2" deal, I have a question about it. It says you get an extra $100 off a phone after 2 years if you sign a new 2yr contract. Does this mean to get this deal, you have to sign a new contract on a currently available plan or can you still keep your old plan/contract?

You can either sign onto a new plan for 2 years or keep your current plan for another 2 years. The key being committed to another 2 years after your current 2 years contract is up.
