Actually it was a utility pole with four long panels hanging down. Saw a guy installing grey, notebook sized , Nokia modules in a cabinet . I asked him who owned the the site, guy said "41 41" I said AT&T? He said "yeah". I thought Mar Vista was all NIMBYed out. Very surprised about the installation, Mar Vista is a notorious dead spot. Saw a post awhile ago about possible AT&T towers in Mar Vista, but I thought they were turned down by city of Los Angeles planning.

That is a tough area. I believe Utility pole installations are exempt from public hearing in certain cases. Sometimes the carrier's can find a place to install a microcell that does not require a public hearing by the City of LA planning. That is probably what happened here. Sprint had a few sites denied by the LA city zoning board last year in Hollywood Hills and then decided to find places that do not require a public hearing to avoid the NIMBY's. Those NIMBY"s still came out to protest when they saw the construction but found out they had no say in it this time.
