Default International Text messaging

Just wondering if anyone knows when ATT will have their International text messaging up & running?

On my bill a few months ago it said it was coming soon but still nothing......not surprised really I guess with ATT!!

And what about the rates for those-> 25c per message....who are they kidding!!......
