The service programming code (you may also hear it referred to as SPC) is basically the lock code for the handset. The SPC is used to lock phones so they cannot be used on other carrier's networks. If USCC won't give you the SPC, you're probably out of luck. 000000 is the default SPC and only works once, for the initial programming of the phone.
