I don't see Costa Rica listed in the list of countries Cingular can roam, which is strange, but here's the list anyway. It should be $1.99/min (what a ripoff!)

See this Cingular web site page for price, $2.19/minute roaming in Central America rate. You can phone Costa Rica on Cingular from the USA for $0.25/minute. In Costa Rica, your relative needs a GSM phone with the 1800 MHz international band (example, Sony Ericsson 616), or their current TDMA phone (example, Nokia 5165).

There's also a frequent caller plan to ask about:
Enjoy discounted per minute rates on all your international long distance calls for just $3.99 per month with our Cingular World basics plan. To sign up, call 1-866-CINGULAR.

If your relative still is using or has their GAIT or TDMA phone see this page. Bring along the older retired TDMA phone, might be usefull for prepaid use with a local phone number.

Here's a page showing the 800 MHz TDMA and 1800 MHz GSM coverage. Perhaps your relative's Spanish is more current than mine (high school, long ago).
