Default cingular or sprint for broward county? + cingular question

I am going to get my parents a cell phone (and pay for the service). I live in upstate New York while they live in Broward county Florida. I have narrowed it down between Sprinticon and Cingular, however I don't know which is the better option down there. I'm slightly leaning toward Cingular because with the Nokia 6340i, they can have access to Cingular's GSM 850/1900, TDMA 800/1900, and AMPS 800 networks (all without any roaming charges for me to pay). While with Sprinticon, I will have to pay roaming charges whenever they go off Sprinticon's CDMA 1900 network What do you think??

Also--Is it possible to get a Cingular phone with a Florida number (a 954 area code), while having the bill sent to an address in New York State??

    Thank you SOOO much!

Actually with Sprinticon PCS you can get a Free & Clear America Plan that allows you to roam off the Sprinticon PCS Network with no additional chargeicon. I'm not sure about Cingular but Sprinticon PCS does allow you to have a number in another Sprint PCS area. My mother's next door neighbor has a family share plan with Sprint PCS and her son is in Ohio. She has a TN number and he has a Ohio number, the bill is sent to her in TN.
