Default Battery charge indicator?

I just bought a refurbished razr off ebay but after being pluged in all night, I got a low battery message this AM. I just tried a different (but similar charger) and now the small battery indicator is green filled and showing two bars. No animation or indication that it's charging though. Can anyone tell me how the indicator works/ what I should be seeing?
Wondering if I have a bad phone, charger, battery or ???

Thanks in advance!
Dave
