Default Razr makes unwanted call home at powerup

I recently bought an unlocked V3. Works well with carrier except that I get a returned text message shortly after the phone registers with the network with a warning of an attempt to send to an invalid cell number or short code.

The returned message body is a string of 58 (hex) digits. The number/short code it attempted to send to is 10 digits starting with 112.

There is never a copy of the sent message in the outbox.

How can I stop this annoying behavior?

Probably the simplest way is to reflash the phone with a fresh copy of the operating system. This isn't easy and not recommended for beginners though. I'd see if you can exchange it with your Ebay seller.
