Okay so I dropped my phone in a hot tub, and yes it turned off right away. So I proceded to take the battery out and I blew it out as good as I could. Then I blowed dried with cool air later that night and its now completely dry. When I turn it on the keys light up and the screens look burnt out cause they won't come on. The keys just stay lit up and never go off, and we hooked it up to try and get my numbers out of it and it said failed. So what is it doing? I waited 24 hours to do this...

Unfortunately, to me it sounds like the phone just suffered too much damage from the water and it's fried. Sometimes there's just nothing that can be done.

The best article I've ever read on what can be done following water exposure is
-Rinse with distilled water (if available) to remove salts added to public water
-Rinse with as high of a % rubbing _______ as you have. This will push the water out of the phone and evaporate rapidly
-Blow dry or place on very low heat in a small toaster oven, about 100-125 degrees F for several hours.
-Place in front of a fan until you power it on.
-Wait at least 24 hours to turn on

Even then, sometimes the water just does too much damage. When your dealing with a battery pack, an electronic device, and water, precautionary measures to avoid water damage is your best bet. Sometimes it's just the battery that goes, other times it's the entire phone. In your situation, it sounds like power is getting from the battery, it's just that the phone itself is having a hard time routing the power to everything that needs it.

If the phone is doing the same thing tomorrow morning, it may be time to file an insurance claim (if you have insurance), visit the store for a new phone, or visit the store and inquire about what refurbished phones are available depending on what you're willing to pay and if you're able to upgrade with a discount if you're not under contract.
