I bought a cable to charge my RAZR using a notebook USB port. I downloaded the Motorola USB drivers but I can't get the notebook to recognize the phone. I found a forum post about setting the RAZR up for USB in menu->settings but I can't find any settings on my RAZR, all that comes up for menu->setings is "Bluetooth" and "Sync".

It depends on who is your carrier as to whether the function is turned off or not. Verizon cripples the Razr. You have to do a hack to get around it.

I found some cingular software that is supposed to detect the phone connected via USB but it doesn't detect it. Something is not setup correctly or disabled on the phone.

You shouldn't have to install any drivers for a Cingular V3. The phone does have to be turned on to charge via USB though. I charge V3's all the time at work and I do not have any Motorola drivers installed on those computers, just regular Windows XP.
