Default US Virgin Islands

Can some one clear up Virgin Islands and Puerto Rico. I was charged roaming when I was in St. Thomas, U.S.V.I.. Was that b/c I was supposed to be or because I didn't update my phone using that *228 feature? (San Juan, PR was included)
