The NAM programming applies to TDMA models. IIRC, 3110 was a GSM model — the number is stored on the SIM card, not in the phone. In other words, there's no NAM menu.

Any TDMA Nokia phone (8260, 8265 are the last models I remember off the top of my head)should give you access to NAM menu, but the TDMA network is going off-line this month, so I don't see how that'll do you any good.

As for the emergency calls — I don't know what happens with the caller ID, but since emergency calls are not billed I don't see any reason why the phone won't be able to make the call without a SIM. SIM card is used to tie the phone usage to an account, that's all (in a nutshell).
