hi i just a MDA from ebay. the mda is in ecellect condition no scratchs or dents on it. when i pluged it into the wall charger when i got it it loaded a screen with:

IPL 1.08
SPL 1.08
GSM 01.09.10
OS 1.8.10.2

and it keeps turning off and loading the same screen over and over again.

The Firmware is way out of date, I would say the previous owner probably tried flashing and did so unsuccessfully. If you're intent on keeping it the only option I see is to have HTC reflash it, otherwise you have what's known as a Brick. I would stick it to the person on ebay who sold it to you as selling a defective product.

how do i update the firmware? And where do i go to get the update?

If you can reflash the phone congratulations it may be rescueable after all.
