    It kinda depends on what exactly you want to do.
    I have my own personal wap page on my server that I set the phone's homepage to. It has links to the most-used sites for me.

    If you just want a small personal page(s) you can just make a WAP page, set the proper mime type on the server and go.

    Here's a copy of mine for a start:

    <?xml version="1.0"?>
    <wml>
    <head><meta http-equiv="Cache-Control" content="max-age=30" forua="true" /></head>
    <card id="card0" title="pagetitle">
    <do type="prev" label="Back"><prev/></do>

    <p>Links below...<br/>
    </p>
    <p><a href="http://wap.link1.com">link 1</a></p>
    <p><a href="http://wap.link2.com">link 2</a></p>
    </card>
    </wml>
