I've seen ads and mostly in the UK that advertise that they are "SIM free." My question is this: Is SIM-free the same thing as unlocked? I've only seen this terminology for the UK and pretty much have never seen it anywhere else.

Yes, telekom. sim free is the same thing as not locked to or carried by any particular carrier. Hence, not only is it unlocked, it will not have any particular carriers customization on it.
