Default International roaming and credit cards

I am picking up an AT&T worldphone with International roaming service. I am traveling to Costa Rica in the summer but I am having trouble finding out how I can access cellular service down there without going satellite. If I brought my phone down there and it happened to register with Cosa Rica's ICE network, would I be able to make a credit card call even though AT&T doesn't have roaming agreements with ICE at this time? Or is there any other way (prepaid with another carrier that has a roaming agreement with ICE, exc.)?

All ideas welcome.

I don't have a direct answer to the credit card portion of your question but I can tell you that roaming with a prepaid SIM from another country in a foreign country can be quite costly since you'd be charged for all calls and the costs for calls really drains a prepaid card quickly. A credit card as you have stated might be a better option.
